How to Play Cipher

Unscramble the cipher in as few moves as possible.

1. Make a word with at least 3 letters.
2. The first letter moves forward by the length of your word and swaps places.
3. Keep guessing until the cipher is solved.

Letters in the cipher have unlimited uses. Replenishing your keyboard costs a move.
